As Roger Ashford correctly identifies, we have almost no information on which to make an assessment of that.
The fact that we have not detected radio communications from anywhere else goes fore it.
The fact that we don’t know what 80% of the matter in the universe is might indicate that we are very late comers to the party, and most are already living in hyper-advanced Dyson spheres that look to us like “dark matter” (which it would be – effectively).
Until we get some actual evidence, it is all simply conjecture – guesses based on our various sets of biases.
